Flood-weary Fargo, ND, Lobbies for Permanent Fix

FARGO, N.D. (AP) -- Civic leaders are using this spring's flood prevention efforts in and around Fargo, N.D., to stump for the construction of a 36-mile canal that they say would finally fix their annual flooding problem.

Fargo and neighboring Moorhead, Minn., have dealt with major Red River flooding in three of the past four years and could again this year.
The city is lobbying hard to get state and federal financing to build the nearly $2 billion diversion canal.

But the plan is facing stiff resistance from upstream communities who say they'd be harmed by the project and that it's too pricey.
