Wisconsin Athletic Director Barry Alzarez said Saturday that quarterback Curt Phillips will start in the Rose Bowl, even if quarterback Joel Stave is cleared to play.
Alvarez said that Phillips, "Won that championship game," referring to the Big Ten Championship and that, "he's earned the right to start."
Alvarez did admit, however, that he'd likely use both quarterbacks if Stave is cleared.
Stave had missed the last four games since suffering a broken collarbone in a loss to Michigan State on October 27th.
