MADISON, Wis. (AP) -- The head of the semi-private state agency that offered, and then rescinded, tax credits to a Wisconsin company contingent upon it winning a state bid says he believes the proposal was legal.
Wisconsin Economic Development Corporation leader Paul Jadin tells The Associated Press his legal team advised him the offer to Stevens Point-based Skyward was legal because the year-old entity isn't bound by procurement laws that pertain to other state agencies. It's Jadin's first public remarks on the controversy.
The state suspended bidding on the $15 million project for a statewide student information system after Gov. Scott Walker's office raised concerns about the contingency offer.
Jadin says he wants to work with Walker to change state law to make clear the agency can make such offers to companies.
