Most Policy Items Kept in Walker Budget

Only a dozen out of 58 non-fiscal policy items identified in Gov. Scott Walker's budget are being removed by Republicans who head the Legislature's Joint Finance Committee.

The non-partisan Legislative Fiscal Bureau on Wednesday identified the items in Walker's two-year budget that are primarily policy and not related to the budget.

Those include Walker's proposal to end residency requirements for local government workers, requiring DNA collection at arrest, creating vouchers for special needs students and establishing a charter school oversight board.

Budget committee co-chairs are keeping all those items in the budget despite their being identified as policy.

Democrats say all the items should be removed and introduced as separate bills. It is generally more difficult to pass something when it's removed from the larger budget bill.
