MADISON, Wis. (AP) -- A government watchdog group says outside groups have spent more than $21 million in Wisconsin's gubernatorial recall, bringing the total spent on the race to more than $61 million.

Republican Gov. Scott Walker faces Democratic Milwaukee Mayor Tom Barrett in Tuesday's election.

The Wisconsin Democracy Campaign reported Thursday that Walker has spent $29 million, Democrats including Barrett have spent about $4 million, outside groups have spent $21 million and issue ad groups that don't have to disclose their spending have put in at least $7.5 million.

The top spender is the political action committee operated by the Republican Governors Association with $8.7 million.

The second biggest spender is the liberal Greater Wisconsin Committee, which has spent $4.8 million.
