MADISON, Wis. (AP) -- State health officials have a plan to cut Medicaid payments to doctors and hospitals by 35 percent beginning in January unless the Legislature comes up with a new budget by then.

The plan by Health and Family Services Secretary Kevin Hayden would also cut Medicaid payments to nursing homes by 15 percent.

Medicaid is the state-federal program that provides health care to the poor, elderly and disabled.

Medicaid in Wisconsin costs about $4.5 billion a year.
