'Swingers' Group at Odds with City of Stevens Point Over Scheduled Hotel Party
An adult group that says they're dedicated to the 'swing lifestyle' says they plan to hold a private hotel party in Stevens Point, despite threats from the City to impose fines and shut the hotel down.

An adult group that says they're dedicated to the 'swing lifestyle' says they plan to hold a private hotel party in Stevens Point, despite threats from the City to impose fines and shut the hotel down.
Marvin Thomann is the owner of 'Club NCN', based in Black River Falls, WI. He organized the "Complete Sexual Freedom Hotel Takeover Valentines Party" in Stevens Point. Thomann says he expects 300-400 people from all around the country to attend the party, which is scheduled the weekend of February 12-14th. Police Chief Kevin Ruder says it's supposed to take place at the Royale Inn on Highway 10 in Stevens Point.
According to the group's website, the event includes a 'sex toy' area, an emcee, and an award for the "couple who has the most sex outside the privacy of their room." Thomann says he's hosted several of these parties in the Madison area before and owns a 'sexual freedom campground' in Black River Falls. He says they bring money to his business and to the local economy. "I feel I'll lose about $15,000 if this event doesn't come off on my part of it", said Thomann. "And the hotel will probably lose between about $15,000 and $25,000."
The City says they have an ordinance in place that specifically prohibits events like this from taking place. It's Chapter 24.45, dealing with 'Sexually Oriented Business'. That chapter defines a 'sexual encounter establishment' as a sexually oriented business. The chapter later states, "No sexually oriented business shall be located within seven-hundred fifty (750) feet of an establishment licensed as a Class B premise (as defined in Chapter 12 Section 12.14 of the Municipal Code) to sell alcohol or dispense fermented malt beverages or intoxicating liquor."
Police Chief Kevin Ruder says that Ordinance applies to this party because the Royale Inn has two establishments with liquor licenses within 750 feet, including a restaurant attached to the hotel. Any establishment in violation of the ordinance could face fines of up to $1000 per violation, and risk being shut down by court injunction under a 'nuisance' ordinance. The attached restaurant could also risk losing its liquor license.
Mayor Andrew Halverson says the City is accepting of different lifestyles but says this party goes too far. "In terms of a line in the sand that were willing to draw when it comes to sexually permiscuous activity, its just not acceptable in Stevens Point", said Halverson. "And we have the full faith of our ordinances behind us to enforce the ordinances and ensure something like this doesnt take place."
Chief Ruder says he's spoken with hotel management to make them aware of the violations that would take place if the private party happens, and they seemed to be cooperative. "He has informed me he is going to make every atempt to cancel the event as scheduled on February 12th", Ruder said.
But Thomann says he believes their event shouldn't fall under the ordinance because it's a private party, and not open to the public. He says he has a contract with the hotel, and plans to continue booking the party. "I still 100% plan on having the event here", he said. "I have a lawyer in Madison that fights a lot of these big cases and he'd be more than happy to take on the city of Stevens Point with hands down. So thats my intention right now, unless they back down, I'm not backing down."

The STATE law says: 944.30 Prostitution. Any person who intentionally does any of the following is guilty of a Class A misdemeanor: (1) Has or offers to have or requests to have non-marital sexual intercourse for anything of value. As long as someone compensates another for engaging in non-marital sex, the elements of prostitution are met. The person making payment need not engage in the sexual act. I have not been to these events, but others who have tell of the organizer hiring hookers to come to the event and have sex with everybody.

(2) Whoever has sexual intercourse in public is guilty of a Class A misdemeanor. CRIMES — SEXUAL MORALITY (a) Commits an indecent act of sexual gratification with another with knowledge that they are in the presence of others; or (b) Publicly and indecently exposes genitals or pubic area.
