Sheila Harsdorf of River Falls says during emergency situations in 1977 and 1988 the Department of Natural Resources made provisions for farmers to use surface water to irrigate crops.

Harsdorf says that kind of help is needed now.

Meanwhile, the City of Eau Claire is asking for voluntary conservation of water, otherwise the city could move to a sprinkling ban.

Typically city residents use ten million gallons a day, but last week that increased to 17 million gallons.
