Doyle told about 80 local government officials Friday in Stevens Point that a freeze would gut the state's education system and devastate job growth.
Senate Republican leaders scheduled a vote Tuesday on an attempt to override Doyle's veto.
The Democratic governor has been campaigning for support of his veto that struck down strict limits on property taxes.
He appeared with local officials today and said they, rather than state legislators, know what's best for their community.
California's recall fever also reached the governor as a man shouted that Doyle should be recalled from office.
Doyle responded that he's responsible for the biggest spending cut in state history and that he balanced the budget without raising taxes.
