Majority Leader Mary Panzer says all 18 Republicans will vote to overturn the veto. That means support from at least four Democrats will be needed.
Republicans inserted the limits into the budget they approved in June only to watch Doyle veto them last month. The Democratic governor says they would hurt schools and local governments.
Under the limits, larger municipalities would be allowed to increase their tax levies only for new construction. They could exceed the caps through a voter referendum.
Republicans control the Senate 18-15 and the Assembly 59-40. They would need 22 votes in the Senate and 66 in the Assembly to be successful.
