The study from the Wisconsin Council on Children and Families says Milwaukee Public Schools and Wisconsin's smallest school districts have most of the state's four-year-old kindergarten programs.
The state legislature has proposed cutting $46 million dollars of state aid for four-year-old kindergartens.
In Wisconsin, 189 of 426 school districts offer four-year-old kindergarten programs for more than 16-thousand-500 children.
More than half of those programs are offered by the 170 smallest school districts.
In Milwaukee, more than 5,500 students were enrolled in four-year-old kindergarten during the 2002-2003 school year. That's about 35 percent of all Wisconsin children in four-year-old kindergarten programs.
