Gov. Doyle insists his plan to shift a half billion dollars from the transportation fund to public schools and local governments won't hurt the highway system.
Republicans who control the Legislature call the Democratic governor's proposal a raid on the transportation fund.
But, Doyle says the state's transportation program would still have nearly two billion dollars in funding for the year starting July 1.
The shift is part of the governor's plan to solve the state's projected budget deficit of more than three billion dollars.
