Secretary of State Colin Powell says there's a "sinister" link between Iraq and al-Qaida.

Powell connected the two while presenting to the UN Security Council with what he says is proof that Iraq still has banned weapons and harbors terrorists.

Powell says Iraq currently harbors a terror network headed by a Palestinian (Abu Musab al-Zarqawi). Powell calls the man a "collaborator" of Osama bin Laden and his al-Qaida network.

He says the suspected terrorist specializes in the use of poisons, and that his network set up a poison and bomb training camp in northeastern Iraq.

The secretary says the network is teaching its members how to make ricin and other deadly toxins. Powell notes that less than a "pinch" of ricin can prove fatal -- and there's no antidote.

Powell is also linking the killing of a U.S. aid agency official in Jordan last year to the terror cell.
