State records show a candidate for congress owed no Wisconsin taxes in 2008.

Records requested by the Democratic Party and provided to the Associated Press show Republican Dan Kapanke didn't owe any taxes that year.

His campaign manager said it's because of severe losses by the baseball team he owns.

Kapanke is a State Senator from La Crosse.

He's running against incumbent Democratic Rep. Ron Kind in the 3rd Congressional District in Western Wisconsin.
