States Forced to Delay Priorities Due to Budget Problems
MADISON, Wis. (AP) — As lawmakers in cash-strapped states wrestled this year with dwindling revenues, much of their focus was on writing and passing a state budget.

MADISON, Wis. (AP) — As lawmakers in cash-strapped states wrestled this year with dwindling revenues, much of their focus was on writing and passing a state budget.

That meant work on reforming health care, fighting climate change and other issues like banning indoor prostitution got pushed off to the side.

Many states simply ran out of time to do anything other than work on their budgets.

In Wisconsin, Gov. Jim Doyle had to back off on a renewable energy grant program and some tax breaks.
