MADISON, Wis. (AP) -- Gov. Jim Doyle will sign Wisconsin's two-year budget on Monday, two days before the new fiscal year begins.

Lawmakers gave final approval to the spending plan early Friday evening. Doyle can use his expansive partial veto power to rewrite large portions of the $62 billion budget. It wasn't immediately clear whether Doyle planned to make any vetoes before signing the measure at the executive residence late Monday morning.

The budget closes a record $6.6 billion shortfall that was brought on because state agencies' spending requests outpace projected revenue.

Doyle's office says it will be the first time a budget has been completed on time since 1977.

What a joke. It only cost $10 to kill or hurt some body. It should be like Ill. No insurance , you lose the car. An you have 3 days to prove you have insurance or the car is junked. An you still pay for it. Plus no plates. Plus you pay towing costs an a $1000 fine. I pay for insurance to protect you. You should pay insuranse to protect me. This is a no brainer.

What good does the new insurance law do without enforcment. A ten dollar fine, what a joke. Do what Minnesota and other states do. No insurance no plates issued.
