Emergency Steps Needed to Balance Budget? Walker Says No

MADISON, Wis. (AP) -- Wisconsin's state budget condition has worsened to the point that Gov. Scott Walker and the Legislature will need to take emergency steps to avoid being out of balance before the end of June.

The nonpartisan Legislative Fiscal Bureau on Thursday released the new projections that show the budget will be $143 million short of balancing at the end of the two-year period.

Fiscal Bureau Director Bob Lang says in the memo to co-chairs of the Legislature's budget committee that the Walker administration is looking to address the problem through debt refinancing and restructuring.

At the time of the last estimate in October, the state's budget was projected to end with a positive $73 million balance.

A large reason for the change is a projected $273 million loss in tax collections.

Gov. Scott Walker says no emergency budget repair bill will be needed to deal with a projected $143 million shortfall.

Walker didn't detail what he would do to deal with the projected shortfall next year, other than promising not to raise taxes.

The Fiscal Bureau says the Walker administration is looking at debt refinancing and restructuring to deal with the shortfall.

Republican legislative leaders issued a joint statement saying Wisconsin is not immune to the bad economy and defended their past actions and promises not to raise taxes.

    Well....income tax receipts were 272 million BELOW expectations. THey have therefore a 143 million dollar shortfall. So...he has a couple of options: CUT services and lay off people.....hurting the "working folks"....or he can give out money to homeowners who most bought houses that were on the EDGE of their affordability....money that will have NO long term impact on their ability to STAY in the house...You cannot have it all...by the way..for all those that say that corporations are getting away with murder...Wisconsin ranks 43rd in the country in corporate tax freindliness....43rd!!! Yeah...so go after more taxes from these guys...and they move thier businesses to more tax frinedly states...and you have MORE unemployment...LESS tax base....and a GREATER budget deficit...you guys kill me...you think there is an never ending stream of $$$....states, fortunately, cannot pull the BS trick the Feds are of simply printing money....buying your own bonds....that ponzi scheme will collapse...just a matter of time. Bottom line is you buy the services you can afford....and when the $$$ runs out...ALL the services have to be cut back...just like the average American has to do... So, geniuses...what is your solution to the 143M shortfall????

      So our state chooses not to "give out" this portion of the money to those who were directly hurt. We can kick them while they're down? They're likely gonna lose everything anyways? If they didn't have a case, then why did this case get settled for such a significant amount? Are you truly that noble?

    THIS IS JUST WRONG! Walker and Van Hollen said the majority of the settlement amount earmarked to Wisconsin under a $25 billion proposed nationwide agreement announced Thursday still would go to aid consumers in Milwaukee and other communities struggling with the specter of home foreclosure. But of a $31.6 million payment coming directly to the state government, most of that money - $25.6 million - will go to help close a budget shortfall revealed in newly released state projections. Van Hollen, whose office said he has the legal authority over the money, made the decision in consultation with Walker.

      Agreed. Definitely not "kicking the can." I believe this would be classified as "taking the can," and literally BECAUSE and FROM people that were taken advantage of. If they hadn't, this money wouldn't be coming to Van Hollen's custodianship. It also shows pure opportunism: any comments made before about stimulus one-time funds being used to maintain the intended projects? All state arguments are gone after this extreme decision. It also sends a bad precedent to claim the state itself lost due to the lending practices: Local grocery store lost impulse sales by the register. Car dealership lost car sales & service. People started doing minimal service themselves on the old car, and still refused to trade in. What's the share of their losses that J.B. & Walker are going to give to make up for THEIR budget shortfalls? How 'bout the guy at the car dealership that received a permanent ("indefinite") layoff because they lost too? The list goes on and on. Based on this decision & logic, it appears we'll be paying out billions more than the millions he'll be receiving from this deal (if they're truly not opportunists). If we kicked the can, then this kick CREATED thousands more cans down the road. Opportunists, or hypocrites? Their choice, but I'm not sure which is worse. Truly not principled conservatives...

    I am sure nothing needs to happen at this time. I am sure that as soon as Walker and his TWO LAYWERS clear up his mess in Milwaukee he can then devote time to the budget problem. I sit here wondering what group or groups of workers will recieve the next pay check blow from him. Grab your pocket book firmly. The next group will soon go down. Maybe we should have a state lottery as to whom it will be!

    Yea, let`s just " Kick the can" down to the local municipality level. Right Gov.Scott Walker ? That will balance the budget. No public bus service in other places,just like what happened to Weston, Schofield and Rothschild. Wisconsin in 2011.

    Walker clearly stated in his commercial that he balanced the budget. Therefore there is no $148 million short fall. It's all made up lie.

    Walker has never been truthful and up front. He even stated he should have explained better what he planned on doing in this state when running for office. Why does anyone expect truth to happen now? Same old song and dance from him. Do we get used to it? Do we lower our expectations? Do we look at moving on to some one new?

    I am sure Walker isn't worried about the budget at this point. He is worried about what others may charge him with. Why else take 2 laywers along for a simple meeting.

    The city of Superior, State of Wisconsin and Douglas County had offered Kestrel numerous incentives to build the project in Superior. The incentives include $112 million in tax credits, allocations and loans from the state of Wisconsin, tax increment financing, land grants and a low-interest loan for $2.4 million from the city of Superior and a land transfer and $500,000 loan from Douglas County. Just one example of the lucrative deals that are taking place.
