Court Docs: Fmr. Officer Pretended to be Teen Girl Online

According to court documents, the investigation into a former officer facing child enticement charges began June 28 after the social media site, Tagged.com. submitted a tip to the National Center for Missing Exploited Children detailing a conversation between a 16-year-old boy in the UK, and a 15-year-old girl from Wood County.

Tagged.com is similar to Facebook, but typically has a younger demographic.

Court documents said the conversation between the teens took place on February 15, 2013. The chat focused on the types of photos the teens would exchange and then it was determined.

Investigators were able to trace the user ID to a computer IP address, which led to the arrest of Steven Lowe. Lowe, 41, had been an Lieutenant with the Wisconsin Rapids Police Department but resigned Thursday, August 1.

On July 31, Lowe told investigators he had been using the name Abby Adams to obtain photos of young men. Lowe said it had been going on for about a year.

A special out of county prosecutor will be assigned to handle the case.

A Sauk County Judge set Lowe's bond at $20,000 cash and ordered him to have no contact with children under 18. He may also not use the internet.

An initial appearance court date has not yet been set.

WISCONSIN RAPIDS, Wis. (AP) -- A Wisconsin Rapids police lieutenant is being held on $20,000 cash bond following a court appearance on possible child enticement charges.

Forty-one-year-old Steven Lowe resigned from the Wisconsin Rapids Police Department following his arrest Wednesday. Authorities say Lowe was being held on possible charges of child enticement, using a computer to facilitate a sex crime and child exploitation.

During a court appearance Thursday in Wood County, Lowe said he voluntarily talked to investigators. The Daily Tribune Media reports court documents say Lowe is accused of impersonated a teenage girl online to try to get juvenile boys to send him nude pictures.

It wasn't immediately clear if Lowe has retained an attorney. Wood County Clerk of Courts Cynthia Cepress says a special prosecutor has not yet been appointed.

Wisconsin Rapids Police Chief, Kurt Heuer said in an email send out Thursday morning one of their officers has been place on paid administrative leave.

Chief Heuer said Lt. Steven D. Lowe was placed on leave in response to an investigation being conducted by the Wisconsin Department of Justice – Division of Criminal Investigation.

A Sergeant with the Sheriff's Department said Lt. Lowe was booked into the jail on charges of Child Enticement-Expose Sex Organ, Using of Computer to Facilitate Sex Crime and Sexual Exploitation of Child-Videos, Recorders, Etc.

The DOJ said as of 1:30 p.m. charges against Lowe had not yet been filed.
