MADISON, Wis. (AP) -- Gov. Scott Walker has signed into law a measure that removes the secretary of state's power to publish bills.
Walker signed the measure Wednesday. Democrats opposed its passage in the Legislature last week, saying it was designed to punish current Democratic Secretary of State Doug La Follette for delaying publication of Walker's collective bargaining bill two years ago.
New laws must be published before they can take effect. Previously, the secretary of state had up to 10 days to publish a law after the governor signs it.
But the bill Walker signed now requires the nonpartisan Legislative Fiscal Bureau to publish a law the day after the governor signs it, removing the secretary of state from the equation.
La Follette has called the proposal a bad idea and unnecessary.
