INVESTIGATION: Taylor Co. Airport Numbers Greatly Exaggerated on Fed. Grant Application

According to the Federal Aviation Administration, since 2006 the Taylor County Airport in Medford has received $6.9 million in Federal grants. But the way the County secured, and has used those funds is coming under question.

The money was allocated through the Airport Improvement Program (AIP) designed to provide funds for the planning and development of public-use airports.

In Taylor County's case, some of the money went toward acquiring land from airport neighbors who were forced to sell their property so the airport could extend its runway.

In December 2011, the entire Taylor County Airport Committee, which had approved a multimillion dollar airport expansion project, was abruptly replaced. A special attorney hired by the county to look into the matter says the split was not based on any wrongdoing or illegal behavior.

"I would classify them as management issues as it relates to decisions being made by the committee and its members and decisions being made by the airport manager and a conflict between the two groups," said Andrew Phillips, of Phillips Borowski, S.C. in Mequon.

Airport Manager Jim Wood says he isn't allowed to talk about the relationship between himself and the former committee. Former committee members say the same.

When NewsChannel 7 sent an open records request to obtain any records discussing the relationship between the former committee and airport manager it was denied. Ken Schmiege, who is Corporation Counsel for Taylor County said the request of the records regarding the relationship between the committee and management was too vague and would break attorney-client privilege.

NewsChannel 7 learned that in a federal appropriations request for 2008, a Taylor County project summary claimed in 2007 the general airport had 7,500 operations, which includes flights and takeoffs.

But according to records released by Jim Wood, there were only 820 operations recorded for the year.

The project manager from the Bureau of Aeronautics, Eric Johnson, says the number was "an estimate."

The same appropriations request was used to secure $3.2 million to reimburse the county for land it bought for a runway extension, that since has been completed.

Dave Obey, who represented the 7th Congressional District at the time, helped secure the funding.

Don Berger reluctantly sold his land to the county for the project, but he says there's barely any airport traffic.

"Not a bit, there ain't a plane that woke me up since that thing went in there," Berger said.

Berger says he was treated unfairly by committee members, and that the county even rented out his land prior to construction even though as part of the agreement he was allowed to rent out his land.

"I had the notorized thing that said I had the right to rent that land until construction started," he said.

When he went to the board of supervisors, he was reimbursed for the rent. But Berger says there was also a misunderstanding over the easement payment on his property. He says he was given one offer, but when he got to the meeting the offer had dropped.

"Somebody at the meeting said I have a better memory than you. He said this is what it is, so I accepted it like a dummy," he said.

The Taylor County Airmen Association agrees that the project is a waste of taxpayer money.

But the new airport committee is currently considering even more expansion plans, including building a million dollar terminal building and adding taxiways to accommodate corporate travel, which accounts for about one percent of air traffic.

"I don't want the taxpayers to spend anymore money than they have to out here," said Dwayne Parkinson, a pilot who uses the airport. "I think this airport services the community just fine."

More than $400,000 is banked for future projects for the airport.

    The good ole boys of Taylor Co. are at it again. They're going after the airport manager for a $50 broken down snow blower(that he was trying to fix for the county) because they wanted to get rid of him for not going along with their game of corruption. That's how it works in this county, stand up to the good ole boys and they'll come after you like rabid dogs who haven't eaten in a month. The deputies just so happened to "find" the alleged "stolen" snow blower on his property? Sounds FISHY!!! What are they trying to hide? May be interesting to find out.

    BREAKING NEWS!! looks like FRED was right. Taylor County airport manager James Wood, 39, is on paid administrative leave pending the outcome of a charge of theft of airport equipment. Taylor County District Attorney Karl Kelz filed misdemeanor theft of movable property less than or equal to $2,500 against Wood, on Tuesday after a county-owned John Deere walk behind snowblower was found by sheriff’s deputies at his residence at W5571 CTH M. The Class A misdemeanor carries a possible penalty of a fine of up to $10,000 and nine months jail. In talking with Chief Deputy Larry Woebbeking, Wood denied wrongdoing and questioned the motivation behind the investigation.

    The community has been aware of these doings for quite some time. If you view the Taylor county airport meeting minutes you will see the community attendance. You will also see that the Star News reporters have been there as well for the key project meetings. How come the Star News reporter didnt bring up these findings when they were aware of what was going on? How come it takes a single family(the millers)to finally stand up and say something before this gets the public attention that it deserves? The inflated estimate is only the tip of the iceberg with this story. It is going to take careful organization and preparation to do this story justice and bring all facts to the eyes and ears of the community. I believe there is a lot in common with the committee, manager and that ONE jet at the airport. I still question how the airport manager is still in his position after all of this has come to light. I make a motion to place the airport manner on leave pending the investigation and until the issue is resolved. This needs to be given the attention and quality that is needed to determine if any fraudulent activity was present during the previous airport committee’s time in office. They either need to be cleared of the accusations or prosecuted.

    What a joke... what kind of "investigative" journalism is this? The FAA and the WI Bureau of Aeronautics use "estimated" traffic as "reported" on FAA FORM 5010, which is an airport inspection report. To suggest or imply that an airport commission/airport manager perpetrated fraud by using FORM 5010 in an application for federal aid is preposterous. This station and reporter should apologize immediately and publicly. It is reporting like this that diminishes the public trust in the news media.

      The joke is on all of us taxpayers. In fact fraud is being committed by more than you can imagine. Price County Airport has also falsly reported operations to get funding. This station and reporter are bringing it to light and should be applauded for exposing these government indiscretions. Bring it on Channel 7!!! You do a great job !!

    Ms. Hayes and the entire WSAW staff is to be commended for both their veracity and bravery. It's not often outsiders dare to take on the locals here. Welcome to Taylor County, where the truth about what goes on in county government is always stifled. I urge Ms. Hayes to continue digging on this story. I suspect you'll find a nasty combination of nepotism and small-town corruption.

    First off, I would like to thank channel 7 for this story and the coverage that they are providing. So I applaud your perseverance to get into and uncover the root cause of the story. I find it odd that the airport manager can provide an accurate graph of the airport usage now, but back in 2007 when it was needed, he could only provide an estimate that was grossly inflated. I find it very odd and questionable that the airport manager is still in office and is still on the committee. He is the link between the committee and the county. He should have had the best interest of the airport in mind, not the pilot who spoke. I think we all may have seen the future airport manager last night! That was a very good interview Dwayne. Also, 6.9 million dollars may seem like a lot but that number needs to be compared to other similar sized airports and their activity. The viewer’s don’t know if that number is large or small when put into perspective. Regardless of the amount, the facts that were falsified to obtain the funds are the issue. The way, in which the material has been presented, it seems there has been some corruption. I hope county and news channel follow this thru and are able to provide the viewers and residents of Taylor County a clear answer and resolution. They (the residents) can forgive a mistake, but they can’t forgive a cover up!

    I always wondered how long it would take for the "stuff" to come down from having Obey in office as a career politician. I wonder if he knew stuff like this was going to happen. His retirement was not expected by any means and I have a feeling more of this fighting for pork dollars is yet to come?
