MILWAUKEE (AP) -- A new report finds Milwaukee and Madison near the top of the list of 100 U.S. cities where people are driving less.

WISPIRG Foundation on Wednesday released the report by the U.S. PIRG Education Fund. The report shows reduced driving miles and rates of car commuting in Wisconsin's urbanized areas, including Milwaukee and Madison.

The report says Milwaukee and Madison ranked second and third, respectively, among the 100 largest urbanized areas nationally in declines in driving miles per capita. Only New Orleans ranked higher, and that was likely largely because of Hurricane Katrina.

WISPIRG Foundation Director Bruce Speight says there is a shift away from driving in cities, and instead of spending money on new and expanded highways, policymakers should invest in public transit and biking.
