No Charges Filed for Officer Who Hit Elderly Man

Police Identify Squad Car Crash Victim

The 89-year-old man who was struck by a squad car on October 30 in Wausau remains in critical condition.

Investigators say the patrol car was traveling southbound on 17th Avenue when the officer struck Chang Vang Thao, who walking in the lane of traffic. Thao suffered a broken pelvis and has bleeding on the brain.

It happened just before 10 pm 17th Avenue near Trig's in Wausau. At the time of the accident that side of Wausau was without power and the street lamps were not lit.

An on-car video system shows the officer was traveling at 24 mph, and the patrol car was aligned within its lane of traffic.

Investigators say other contributing factors in the crash include Thao was dressed in dark clothing and oncoming traffic headlights caused some limited visibility.

No traffic charges will be recommended.
