Man, 19, Accused of Stealing 117 Gallons of Gas from Highway Dept.

A 19-year-old Madison man accused of stealing gasoline from the Portage County Highway Department will return to court Dec. 30 to learn if his case will head to trial.

Investigators say David Kalenga-Kasongo was interning with the county when he allegedly stole 117 gallons of fuel during a three to four week span in August.

He's charged with miscount in public office, unauthorized use of someones ID, and theft.

The investigation began after a man called the sheriff's department about suspicious activity. The caller said he noticed a man carrying gas cans from a wooded area on Kennedy Street in Plover to his vehicle. Another witness said she had seen a car parked on the side of the road, and has also seen a highway department truck in the same spot.

Investigators installed cameras near a wooded area on Kennedy Street south of County Highway B where neighbors had reported seeing activity. They believed a county employee was stealing gasoline. A supervisor with the department gave investigators permission to install a GPS unit on a vehicle Kalenga-Kasongo usually drove.

Based on GPS evidence and surveillance video, Kalenga-Kasongo was brought in for questioning.

According to the criminal complaint, he lived in Madison and drove to Portage County four times a week. He said he would steal the gasoline for personal use.

Kalenga-Kasongo told deputies he typically used 10 gallon gas can, but on two occasions had filled a 25 gallon gas cans. He also said he would use the radio numbers of two other employees to obtain gas.

The highway department estimated the total loss was around $400.
