For Governors with an eye on 2016, a Key Speech

MADISON, Wis. (AP) -- For a group of governors who may have White House ambitions, their annual speech before state lawmakers offers a framework of how they might appeal to the public in early voting states like Iowa and New Hampshire.

The start of the new year allows governors the chance to rally support for their agenda -- a platform they might one day take to a national audience.

In Wisconsin, Gov. Scott Walker says taxpayers deserve the proceeds of a budget surplus.

In New Jersey, Gov. Chris Christie is trying to move beyond a political scandal and tout his state as a model of bipartisanship.

New York Gov. Andrew Cuomo is proposing ideas to help homeowners and school districts while Maryland Gov. Martin O'Malley pushes for an increase in the minimum wage.
