Brown Co. Man Accused of Leaving Toddlers in Car in 90 Degree Heat

A 28-year-old Brown County man is facing three counts of child neglect, after leaving his kids locked in a vehicle at Target in Bellevue.

According to WFRV-TV, Hector Torres-Andrade left his 4-month-old, 1 1/2-year-old, and 2 1/2-year-old kids in his truck, with the windows cracked just an inch, not running.

It happened around 11 a.m. Thursday. The outside temp was around 90 degrees, but an officer with the Brown County Sheriff's Department tells WFRV it's possible for cars to reach around 120 degrees in a short period of time.

The officer says the children were in the car for about 13 minutes before a shopper heard them crying and called police.

Torres told police that he didn't intend to harm the children. He was going to Target to get black trash bags and masking tape to cover the windows in his home, to keep the heat out.

Torres is being held in the Brown County Jail, and is expected in court Friday afternoon.
