MILWAUKEE (AP) -- A brain-damaged man with a low IQ was used to run gun and drug deals as part of a U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives sting at a Milwaukee storefront.

The Milwaukee Journal Sentinel reports that ATF agents paid Chauncey Wright in cigarettes, merchandise and money. Then, once the operation was shut down, Wright was charged with federal gun and drug counts.

Prosecutors will recommend probation when Wright is sentenced in June because of his "mental functioning." Advocates for the disabled say agents took advantage of Wright.

The ATF sting has been marred by problems, including the theft of ATF guns, and a loss of nearly $40,000 in merchandise.

Members of both parties in Congress are seeking answers to what happened. The ATF has launched an internal investigation.
