MADISON, Wis. (AP) -- A state oversight board has moved to clarify the way absentee ballots are handled in nursing homes.

The Government Accountability Board says absentee ballots must be delivered in secured containers by designated poll workers. The workers also must ask residents in person to verify whether they intend to vote.

They voted 6-0 Wednesday to clarify those sections in a manual on absentee voting in certain care facilities in the state.

Poll workers have told the board in past meetings that many family members and municipal clerks didn't understand the absentee voting procedures.

Though the board accepted the substance of the revisions, it said minor work on the manual's content and language is needed before May.
