MADISON, Wis. (AP) -- Auditors are recommending the federal government try to reclaim nearly $23 million from Wisconsin health officials.

The Wisconsin State Journal reports an audit by the U.S. Department of Health and Human Services' inspector general's office found the state failed to adequately document $22.8 million it charged to the federal government for mental health services for young people through Medicaid from late 2004 through late 2006. Democrat Jim Doyle was governor during that span.

The audit concluded the state's cost estimates weren't supported by adequate studies and documentation.

Current Wisconsin Department of Health Services Secretary Kitty Rhoades has countered that federal auditors misinterpreted and misapplied their own laws and rules. She says the charges were justified.
