MADISON, Wis. (AP) -- Gov. Jim Doyle's approval rating is at an all-time low.

The St. Norbert College Survey Center Poll released Tuesday shows the second-term Democrat with just a 34 percent approval rating. That is down from 45 percent a year ago and a high of 68 percent in 2003 shortly after he was elected.

Doyle has had to deal with record-high state budget shortfalls and high unemployment over the past year. He announced in August that he would not seek a third term.

The telephone poll of 400 Wisconsin residents was done between March 23 and March 31 and has a margin of error of plus of minus 5 percentage points. It was sponsored by Wisconsin Public Radio.
