Part three of Governor Doyle's Kids First Initiative is called "Strong Families," and it would include home visitations by those who can help teach new parents good parenting skills.
The program would also help break what Doyle calls the cycle of incarceration by making a bigger effort at educating parents who are behind bars, and setting up resource centers for their children.
Doyle says the program won't cost a lot, and will be paid for, in part, through business partnerships. Many of the provisions are expected to be included in the next two-year budget, which the governor is scheduled to release in January.
