ELLISON BAY, Wis. (AP) -- Door County's district attorney says he won't file any criminal charges in the deadly explosion in Ellison Bay last year.
Investigators determined the series of explosions at the Cedar Grove Resort was caused by a severed propane line.
Patrick Higdon and Margaret Brooks Higdon of Bloomfield Hills, Michigan were killed in the blast last July.
The couple's three children and other relatives were injured.
DA Ray Pelrine says he won't file charges.
But, the family of the victims has filed a civil lawsuit against the resort, construction companies and a utility, claiming negligence caused the pipeline to explode.
Much of the tiny tourist town closed in the days following the explosions.
A 136-year-old grocery store eventually had to be demolished.
