A congressman from Wisconsin is pushing for a new strategy to get U.S. troops out of harm's way.
Dave Obey says he wants troops to simply help police the region, not fight the wars.
He says deep divisions between Sunni, Shiites and Kurds have created a civil war within the region.
Obey, a democrat from the seventh district, adds that U.S. troops are caught in their crossfire.
"This is a religious civil war between various factions," Obey says. "Unless the Iraqi politicians shape up and fly right, there's nothing our military people can do to overcome that kind of stupidity."
Obey says he does recognize and appreciate the hard work and sacrifices of the many service men and women.
