Salvation Army spokesman Ken Shiels says donations have dwindled because of the economy.

Programs providing food, housing and medical vouchers have been eliminated in Ozaukee, Washington, Walworth and Jefferson counties and elsewhere until October.

Shiels says it's the first time in almost three decades that it stopped funding its Service Extension Communities program. It provides a wide range of emergency assistance in communities staffed by volunteers.

He expects several thousand needy people will likely be turned away in coming months.
