Gov. Doyle stopped short Tuesday of promising to veto the item in the state budget.
After a meeting of his economic growth council, Doyle criticized Republican lawmakers for inserting the provision in the budget.
The governor says limits on local governments and schools isn't "a very good way to do public policy.''
The 2003-05 budget passed by the Legislature and sent to Doyle would virtually freeze local property taxes for three years.
Doyle expects to sign the full budget in a few days.
