Doyle Will Open Two Prisons

The budget provisions will allow more than 1,000 Wisconsin prisoners held outside the state to return to facilities here.

Republicans added provisions to the state budget that open prisons in New Lisbon and Chippewa Falls in April 2004.

Doyle had proposed leaving the prisons closed until at least mid-2005 to save money. Administration officials had told Republican lawmakers that opening the prisons would cost too much compared with leaving prisoners out of state.

Some Republican legislators accused Doyle of inflating the costs to open the prisons and underestimating the local economic impact.

Doyle officials had said the cost of opening Highview and New Lisbon could be as much as $29 million during the two-year budget.

Corrections Secretary Matthew Franks says opening the two prisons will actually cost $17 million less
