The stepbrothers made 65-calls in about 24 hours.
They've been charged with several violations and are fined more than $400 per calls which adds up to almost a $27,000 fine for each boy.
The boys, ages 11 and 14, admit to making the calls back in June.
Authorities say at times they used profanity and some times they would just call and hang up.
The department of social services will decide whether the boys should be tried in juvenile court.
