Democratic Congressman Dave Obey attached an amendment to a spending bill passed by the Appropriations Committee.
It gives new life to efforts to undo the FCC's June second decision which lets a company own TV stations reaching 45 percent of American households. That's up from a 35 percent limit.
Obey says his amendment is an attempt to keep national corporations from dictating what will be aired on local television stations.
Separate House and Senate bills to block the new FCC rule have run into opposition from pivotal committee chairmen.
