MADISON, Wis. (AP) -- The state of Wisconsin has filed a lawsuit to try to get out of paying $225,000 to a blind woman in a dispute over a failed Army contract.

A federal panel ordered the Department of Workforce Development to pay damages to Janet Dickey of Necedah in August. The state's lawsuit filed in federal court last week seeks to overturn that decision.

Under a government program that promotes employment for the blind, Dickey was hired in 2003 to help run a contract providing dining service to soldiers at Fort McCoy in western Wisconsin. She worked under the contractor Blackstone Consulting.

The Army canceled the contract in 2006 after documenting management problems.

The panel found that a workforce development official failed to supervise the contract as required and so Dickey should receive damages.
