A youth safety advocate from Appleton looked on Wednesday when President Bush signed the Amber Alert bill in the Rose Garden.
Jay Breyer founded Youth Educated in Safety. Breyer was among the families who surrounded Bush for Wednesday's ceremony at the White House.
Ever since Breyer's two-year-old niece, Amy, was kidnapped and killed in 1991, he's been on a crusade to keep other children safe.
The so-called "Protect Act'' signed by the president Wednesday provides grants to states and communities to help set up networks. The alert systems will quickly disseminate information on kidnapped children and their captors -- using radio, TV and highway signs.
Wisconsin launches its alert system Wednesday. Breyer says that while Wisconsin is the 41st state to have the system, it's still ahead of others on getting cooperation from the Department of Transportation.

The AMBER Plan is a voluntary partnership between law-enforcement agencies and broadcasters to activate an urgent bulletin in the most serious child-abduction cases.
Broadcasters use the Emergency Alert System (EAS), formerly called the Emergency Broadcast System, to air a description of the missing child and suspected abductor.
This is the same concept used during severe weather emergencies. The goal of the AMBER Alert is to instantly galvanize the entire community to assist in the search for and safe return of the child.
