The state Assembly will consider a bill Thursday that would require voters to show photo identification at the polls.

The Legislature has been debating changes in Wisconsin's voting law since the 2000 presidential election was marred by voter fraud in Milwaukee. Several felons voted, while some voters used dead people's names to cast ballots.

Democrats argue that requiring photo ID would suppress voter turnout among minority and poor voters.

The bill calls for the state to hand out free identification cards. It would cost the state nearly $860,000 a year.
