An Adams County Sheriff's Deputy was shot and killed late Friday morning by a man with a rifle.

Just before 11 a.m. the Town of Strongs Prairie road crew was trimming trees in the right of way outside the home of Tom Kramer.

According to neighbors listening on police scanners, Kramer threatened the road crew with a rifle and demanded they get off his property. The workers called the Adams County Sheriff's Department.

A Deputy responded to the rural home and shots were exchanged between the deputy and Kramer.

The Chief Deputy says they are still investigating who shot first, but neighbors say Kramer says the deputy shot first.

Kramer took the deputy's radio and barricaded himself in his trailer back in the woods.

Tactical Swat teams from Juneau, Wood, Columbia counties surrounded the home.

The radio's batteries died in the afternoon, and contact with Kramer was lost.

Neighbors described Tom Kramer as a nice guy, a former Vietnam Veteran, but a man who is very defensive about his property.

Eric Kramer, Tom's nephew, said his uncle had spent some time in the Mendota mental institute in Madison.

The Adams County Sheriff said the deputy died sometime in the afternoon at the Adams County Memorial Hospital.

Late in the afternoon, Kramer peacefully surrendered himself to authorities.
