WAUSAU, Wis. (AP) -- A judge has ordered a man sent to Arkansas to face charges in the 1992 slaying of the owner of a flower shop.
45-year-old James Clemons of Mosinee has been jailed in Wisconsin since February.
Marathon County Circuit Judge Patrick Brady ruled that Clemons was a fugitive from justice and ordered him extradited to Arkansas. The move required approval from both states' governors.
Police in El Dorado, Arkansas, say they have DNA evidence that links Clemons to the April 28, 1992, killing of a flower shop owner.
Clemons is the second person extradited from central Wisconsin's Marathon County to Arkansas in the past 17 months.
