Thorp is waiting for a final commitment from Pure Water Lake Distilling company.
It's filed a letter of intent to build a $26 million dollar distillery in Thorp.
The plant would produce as many as three million bottles of vodka each year, made from potatoes that would come from the Plover area.
The city has signed a development agreement with the developer and is moving forward on setting up a tax incremental finance district.
The vodka would be sold under the brand name Silver Birch Vodka.
