By December 31, 2002, every U.S. airport must be ready to screen all checked baggage for explosives.
But the Transportation Security Administration and airport managers say that deadline may not be possible.
Some airport managers are asking congress for one-year extensions to get all scanning machines in place and security trained properly on how to use it.
If congress does not push back the deadline, travelers should expect more delays as every bag is screened by hand.
